Inform
Staying informed with The Patient Protection and Affordable Care Act (PPACA), or Obamacare, is important in establishing the right employee benefits program for your company. We’ll alert you to the latest in industry changes and evaluate existing strategies and healthcare costs.
Prepare
Quarterly meetings (performance reviews) are invaluable to our process. They allow us to prepare and project for the future, giving us insight into how a customized benefits program will fit into your budget. They also help us set expectations for the following year. We prepare RFPs for public procurement to easily show that our team has invested quality time to make sure your company is getting a good product at the right price.
Communicate
When a new benefits program is on the horizon, employees expect a smooth transition. Our staff is trained to communicate with employees through seminars, benefit guides and multiple unique enrollment strategies, ensuring the transition is seamless.
Rob has extensive experience working with Arizona insurance carriers and vendors in a variety of industries. In 2010, his focus turned to Arizona school districts and has been an integral partner at Capital Financial ever since.
Rob earned his Bachelor of Science degree in marketing at Arizona State University, and he serves on the Board of Directors for The Centurion Project. He and his wife, Carly, live in Phoenix with their daughter, Maddison.
Phil has worked with more than 190 Arizona school districts dating back to 2003. When he realized that many districts were being underserviced by their benefits consultants, he decided to start his own firm—Capital Financial, PLC was founded in 2006. Since then, he has led business development for the company.
Phil graduated from Northern Arizona University with a Bachelor of Science degree in Business Administration. He currently serves as President on the university's Board of Alumni. He resides in Scottsdale with his wife. Outside of the office, he is a car enthusiast and likes to golf.
Allison has account management experience on both the broker and carrier side of the insurance industry, making her background invaluable to Capital Financial. She reviews and analyzes employee benefits programs, negotiates carrier agreements and renewals and strategizes with our client and executive teams.
Before joining Capital Financial, she served as the Regional Account Manager at a national vision insurance company. She also worked as a primary key account contact for multiple Arizona municipalities, school districts and private employers. Allison lives in Waddell and enjoys horseback riding and gardening.
Julie brings a wealth of expertise to Capital Financial, with nearly two decades of experience working in the insurance and financial services industry. She managed clients of all different sizes and sectors at her prior firm as Vice President of Employee Benefits. Her attention to detail at Capital Financial allows her to develop meaningful, long-term relationships with our clients.
Julie and her husband live in Scottsdale. She is a volunteer at her church and likes to spend her free time outdoors, camping in the pines of Arizona.
Shannon is the resident expert for all benefits-related coverage programs, having nearly two decades as an employee benefits marketing and proposal analyst. Her background includes roles for both large brokerages and small agencies, and she is licensed in life and health insurance in Arizona. In addition to creating renewal presentations for our clients, Shannon sends out RFPs and analyzes quotes for final proposals.
Shannon enjoys hiking, photography and travel. She lives in Goodyear with her husband and two sons.
Shirley is a certified Human Resource professional with over a decade of experience in human resources, social work, and non-profit organizations. Prior to working as a Human Resources Consultant, Shirley served as the Director of Employee Relations for a large international travel company in Scottsdale, AZ.
Shirley earned her Bachelor of Science Degree in Psychology at Northern Arizona University. She is currently an Advisory Board Member for the non-profit organization Severson Sisters in Scottsdale, AZ. She and her husband reside in Chandler with their son.

With Healthcare Reform constantly changing, it’s critical for employers to be aware of how they’re affected. We develop and provide informational tools to help educate the District and its staff.
Healthier employees are happier employees. With our wellness program, our staff members were eligible to win a special gift just for going in for preventive exams and other important health tests.
Employee health has always been priority to Marana Unified School District. With this quarterly newsletter, the district communicates to their staff the importance of wellness by offering fitness challenges, diet tips, health education and more.
There are many challenges that come with Open Enrollment, but the main challenge is always encouraging employee engagement and participation. We designed, printed and mailed this postcard to notify employees of their opportunities to learn more about their benefit programs.
In the same theme of the postcard, this Open Enrollment poster was used in tandem to promote the educational opportunities for employees.
We designed a simple one-page flyer to distribute to employees during Open Enrollment which summarized the plans available to the employee, along with the costs associated with the programs.
